Intex Intros Aqua Flash and Aqua Trendy Dual-SIM Smartphones in India

Indian handset maker Intex has just announced the upcoming availability of two affordable Android smartphones: Aqua Flash and Aqua Trendy.

Both smartphones will be available within the next few weeks via major retailers across the country. As for the price, AndroidOS reports that Aqua Flash will cost Rs 9,500 ($175/?130), while the Aqua Trendy will be up for grabs for Rs 4,900 ($90/?65) outright.

Obviously, the better featured of the two is the Aqua Flash, hence the higher price. The smartphone will ship with Android 4.0 Ice Cream Sandwich operating system out of the box.

Intex Aqua Flash will be equipped with a dual-core processor clocked at 1 GHz, an impressive 8-megapixel rear camera with autofocus, LED flash and video recording, as well as a secondary 1.3-megapixel front-facing camera for video calls.

It also comes with a decent 4.3-inch WVGA display that supports 480 x 800 pixels resolution. Last but not least, Intex offers an additional cover and a screen-guard to each customer who purchases an Aqua Flash smartphone.

Next in line there is the Intex Aqua Trendy, which is said to pack a similar 1 GHz dual-core processor and a much smaller 3.5-inch HVGA capacitive touchscreen display.

On the back, the phone sports a 3.2-megapixel photo snapper, while on the front, there?s a secondary 1.3-megapixel camera for video calls.

The bad news is that Intex Aqua Trendy runs Android 2.3 Gingerbread operating system and is likely to remain stuck with this version forever.

It is also worth mentioning that both Intex smartphones offer dual-SIM capability, Wi-Fi and Bluetooth connectivity, as well as 3G support.

?We entered the smartphones category in FY 12-13 to cater to the changing needs of our evolved consumers. Marijuana Possession Arrests Exceed Violent Crime Arrests (INFOGRAPHIC)

Americans are shifting on marijuana. More than half of them think it should be regulated like alcohol and cigarettes, 18 states have passed legislation approving it for medical use and Washington State and Colorado have legalized it for recreational use, but it remains illegal under federal law. And the arrests continue ? one every 42 seconds, and 86 percent of those are simply for possession, according to the Marijuana Policy Project.

In 2011, marijuana possession arrests totaled 663,032 ? more than arrests for all violent crimes combined. Possession arrests have nearly doubled since 1980, according to an FBI report, while teen marijuana use recently reached a 30-year high.

President Obama said last month that going after recreational pot users in states where it is legal is not "a top priority" for his administration, which echoes a promise he made in 2008 not to interfere with states' medical marijuana laws. Since then, his administration has aggressively targeted dispensaries that are in compliance with state law.

Taxpayers have shouldered the cost of arresting and incarcerating hundreds of thousands of people for the possession of marijuana, often in small quantities for personal use. Some national estimates put the annual cost of marijuana arrests above $10 billion, and low-level arrests for marijuana possession cost New York City alone $75 million in 2010. New York Gov. Andrew Cuomo proposed decriminalizing possession of 15 grams or less ??even when flashed in public view ? last week in his State of the State address.

"Every year, this process needlessly scars thousands of lives and wastes millions of dollars in law enforcement resources, while detracting from the prosecution of serious crime," Cuomo said. "It?s not fair, it?s not right. It must end, and it must end now."

Obama unveils sweeping gun-control plan

Proposals include universal background checks as well as bans on assault weapons and ammunition clips that hold more than 10 bullets. Some of his proposals are sure to run headlong into fierce opposition from Republicans and some Democrats in Congress, as well as the powerful NRA lobby.

"I will put everything I?ve got into this,? Obama, standing alongside Vice President Joe Biden, promised an audience that included relatives of the first-graders slaughtered at Sandy Hook Elementary School, survivors of other mass shootings and elected officials.

"While there is no law, or set of laws, that can prevent every senseless act of violence completely, no piece of legislation that will prevent every tragedy, every act of evil, if there?s even one thing we can do to reduce this violence, if there?s even one life that can be saved, then we?ve got an obligation to try," Obama said in his speech. "And I?m going to do my part."

The president declared himself a firm believer in the Second Amendment and denounced those who will cast his "common-sense" approach as "a tyrannical, all-out assault on liberty." He also warned those inclined to support his strategy that passage "will be difficult."

?This will not happen unless the American people demand it. If parents and teachers, police officers and pastors, if hunters and sportsmen, if responsible gun owners, if Americans of every background stand up and say, ?Enough, we?ve suffered too much pain and care too much about our children to allow this to continue,' then change will come," he said. "That?s what it?s going to take."

Bowing to political reality, Obama?s proposals included a wave of 23 executive actions that circumvent Congress, where most Republicans and a few Democrats have balked at sweeping new restrictions they say could trample constitutional gun rights. The potent National Rifle Association lobby has also pledged to defeat new gun control measures.

The executive actions include requiring federal agencies to report more information to the federal background check system and directing the Centers for Disease Control to research gun violence. But Obama acknowledged that his more ambitious proposals would have to clear Congress.

Biden, in his introductory remarks, said, "I have no illusions about what we're up against." But "the world has changed, and it's demanding action."

Administration officials who previewed Obama's proposals on a conference call with reporters fleshed out some important details (on condition that they not be named)?and left some important questions unanswered:

- They wouldn?t say whether any of the steps the president is recommending would have prevented the massacre at Sandy Hook and other recent mass shootings. One senior official on the call did say, "There?s no question that both the actions that he?s taking and the legislation that he?s proposing will save lives.?

- They did not provide an estimate of how many lives would be saved annually if the president got everything he wanted, saying the social science on gun deaths is not precise enough to do so.

- Obama isn?t sending ?specific legislative language? to Congress, the officials said, instead he's following his usual blueprint of laying out principles and then letting lawmakers craft a bill.

- The proposals to limit the manufacture of new assault weapons and ammunition clips with more than 10 bullets would not affect those already on the market.

- How did they settle on 10 bullets (and not seven, or 15)? One official said that number was taken from the 1994 assault weapons ban that Obama hopes to renew and strengthen.

- Was the so-called "Fast and Furious" gun trafficking scandal a factor in shaping the president's proposals? "It was not," said one official.

House Republicans gave the proposals a supremely cautious welcome. A spokesman for Republican House Speaker John Boehner, Michael Steel, said, "House committees of jurisdiction will review these recommendations. And if the Senate passes a bill, we will also take a look at that."

After the president's speech, Republican Florida Sen. Marco Rubio, often cited as a possible presidential contender in 2016, vowed to oppose the proposals.

?Nothing the president is proposing would have stopped the massacre at Sandy Hook. President Obama is targeting the 2nd Amendment rights of law-abiding citizens instead of seriously addressing the real underlying causes of such violence,? Rubio charged in a statement.

Also cautious? Democratic Senate Majority Leader Harry Reid, who declared himself ?committed to ensuring that the Senate will consider legislation that addresses gun violence and other aspects of violence in our society early this year.? That stopped well short of embracing the president?s actual recommendations.

But Brady Campaign to Prevent Gun Violence President Dan Gross praised the White House?s ?tremendous leadership? and vowed to ?work with the administration over the coming months? to promote key proposals.

And retired congresswoman and mass shooting survivor Gabrielle Giffords plans to lobby her former colleagues, while national public opinion polls have shown a surge in popular support for new gun laws.

The president has long said he seeks a comprehensive strategy for preventing future mass shootings while diminishing the death toll from smaller-scale daily killings. Some of what he unveiled would require congressional action, like the assault weapons ban. Some could be achieved with merely a presidential signature?a step that could, in some cases, inflame opposition in Congress, notably among House Republicans.

(Some of those are decidedly small-scale, however: One of the 23 "executive actions" trumpeted by the White House was that Obama will "clarify" that Obamacare "does not prohibit doctors asking their patients about guns in their homes.")

The proposals were the fruit of extensive discussions, led by Biden, with victims' groups, organizations that represent gun owners, elected officials and law-enforcement leaders.

Obama also wants to boost anti-bullying campaigns in schools, and training for educators. Additionally he wants to give schools the ability to use some federal funds to improve safety?but did not explicitly echo the NRA?s demand for armed guards in schools.

Key steps also included imposing background checks on all gun purchases. Right now, an estimated 40 percent fall outside existing law, including those at gun shows and other "private" sales, according to gun-control advocates. The existing system has stopped an estimated 1.5 million improper gun sales, according to an Obama aide, but "there's still too many loopholes." The president directed Attorney General Eric Holder to take a "fresh look" into whether the categories of people prohibited from buying firearms needs to be expanded or updated.

Obama also aimed to thaw what the White House called a "freeze" in scientific research of gun violence by the Centers for Disease Control. And he urged Congress to bankroll the CDC to do research into possible linkages between violent video games and other media images and real-life violence, to the tune of $10 million.

?We don?t benefit from ignorance," Obama said. "We don?t benefit from not knowing the science of this epidemic of violence.?

The total cost of the president's proposals was estimated at $500 million.

Reliance Industries gains ahead of earnings

Reuters Market Eye - Shares in Reliance Industries gain 2.1 percent after rival Essar Oil Ltd said it swung to a net profit in the October-December quarter, with gross refining margins at a healthy $9.75 a barrel.

Dealers say Essar results point to potentially improving refining margins at Reliance when it posts results on Friday.

Reliance is expected to report its first profit increase after four quarters of declining profits, according to consensus of analyst estimates, Thomson Reuters Starmine data showed.

Reliance shares also gain after a Press Trust of India report carried in the Business Standard newspaper says recent recommendations from a government-appointed panel to look at gas pricing will be submitted to the cabinet for consideration, citing ministry sources.

Those recommendations are expected to lead to higher gas prices.

Reliance declined to comment on the matter.

Tech solutions for Tanzanian health care | Harvard Gazette

A group of Harvard computer science students is working to improve Tanzanian health, applying programming skills this month to help educate health care professionals and get patients to their appointments on time.

The students are part of a new fellowship program, Tech in the World, begun by a pair of junior computer science concentrators, Brandon Liu and Joshua Lee. The two traveled to Tanzania on Christmas Eve with some ?founding fellows,? junior Salvatore Rinchiera and senior Christian Anderson, as well as junior Mateus Falci, a visual and environmental studies concentrator, who videographed the experience.

Two weeks into their monthlong stay, the group had already completed two planned projects. The first was to create a better patient database for a partnering organization, the Association for Private Health Facilities, a network of more than 100 private health clinics. The second was to add functionality to software used by some of those clinics that allows them to better visualize data for things like the number of forms being submitted and the completeness of those forms.

The trip ?has far exceeded expectations, definitely,? Liu said.

The group has begun work on additional projects, including a system that sends text reminders of appointments to patients. Another project overhauls educational software created by a second partner, the Bienmoyo Foundation. The association uses the software to augment in-person health care training across the country, and contains information on diabetes, AIDS, and other health conditions.

?I?ve been thrilled at what they?ve done,? said Lucien Wu, executive director of Bienmoyo Foundation and a 2010 Harvard graduate. ?There?s a lot of awareness among NGOs [nongovernmental organizations] that tech can be a big lever [in global health], but it?s not their area of expertise.?

The group is also reaching out to local computer science students. Twice a week, two members visit the Dar es Salaam Institute of Technology (DIT) to talk about computer science-related topics with students. On Monday, Lee and Rinchiera talked to about 40 students about computer security, an experience Rinchiera said was as valuable to him as the programming work.

?My perspective is that going to DIT is one of the cooler things we have going here,? Rinchiera said. ?We?re trying to figure out how to extend that [relationship] after we leave.?

Rinchiera, who was visiting Tanzania for the first time, said he has been both surprised and pleased with how quickly the programming work has proceeded.

?This has been a very cool experience for me,? he said.

The students are staying in Dar es Salaam, Tanzania?s largest city, about a 10-minute walk from the offices of the association, where they have been given space to work. They walk in each morning after breakfast, then split up to program, visit DIT, or travel to sites such as hospitals and health clinics to better understand how computers are used there. They reconvene over supper to talk about that day and prepare for the next. The visit is not all work, however, since trips are planned to the island of Zanzibar and to a game park, Liu said.

The street outside Muzdalifah Dispensary, a small clinic near Dar es Salaam?s airport. Members of Tech in the World visited there to see how dispensary workers use existing software.

The fellowship resulted from an idea Liu had last summer while serving an internship in San Francisco and sharing an apartment with Lee. After reading about the global health work of Kolokotrones University Professor Paul Farmer in Haiti, Liu began thinking about how computer scientists might help to solve global health?s daunting problems. He and Lee fleshed out the idea of a fellowship and sought funding over the fall.

?I wanted to apply tech skills to global health, but wanted a team with me,? Liu said. ?That?s how it developed.?

Liu said that the organizers selected the projects carefully to ensure that they could be completed in the limited time available and that, once completed, the host organization would use them.

Should the pilot program be successful, Liu and Lee see the Tech in the World fellows system spreading to other universities, perhaps in a chapter system. The program has been supported by several Harvard faculty members and by the Harvard Global Health Institute, which provided earlier training for the group.
